Move government off legacy — built for your program, not from scratch.
We replace aging mainframe and custom systems with modern ones, purpose-built to how your agency actually works — whether that's accelerated by our proven framework or built fully custom for you to own.
Legacy systems get harder to keep running every year.
Mainframes and aging custom applications still run critical government programs — and agencies are increasingly caught between the cost of keeping them and the risk of replacing them.
Costly and hard to staff
Mainframe and legacy skills are retiring out of the workforce, and maintenance costs climb while the system does less.
Can't meet today's needs
No modern digital service for the public, and brittle to change — every new mandate is a fight against the platform.
Risky to leave, risky to replace
The fear of a failed, over-budget replacement keeps aging systems alive long past their time. That risk is exactly what we're built to manage.
If that describes a system you rely on — even if you haven't started planning a move — that's exactly where we come in. The first step is simply understanding what you have and what's possible.
From our framework to fully custom — and anywhere in between.
Moving off legacy isn't a single decision. The real question is how you balance speed, cost, and lower risk against full ownership and independence. We build across that entire range — and we'll help you find the right point for your program.
Built on our framework
We assemble much of your new system from our proven, meta-data-driven framework — the architecture behind Resolve. Defining behavior in configuration rather than hand-coding means faster delivery, lower cost, lower risk, and a system that stays easy to change as your program evolves.
The trade-off: the system runs on our framework.
Built custom, and yours to own
Where independence matters most, we build the replacement as a fully custom system that you own outright — engineered specifically for your program, with no dependency on our framework or anyone else's.
The trade-off: greater cost and a longer timeline.
Most programs land somewhere in between — the framework where it accelerates you, custom engineering where it counts. We do both ends, and everywhere between.
A method built for how government funds work.
We deliver in milestone-based sprints — tangible, fundable deliverables at each stage, so progress is visible and the risk is managed the whole way through.
Discover
We review the legacy platform in depth and work with your team to define what the new system actually needs to do.
Design
We turn that understanding into a design your stakeholders can see, react to, and sign off on before build.
Build
We develop in sprints, delivering working functionality in increments rather than one distant big reveal.
Data migration
Decades of records are mapped, cleansed, reconciled, and verified — carried into the new system intact.
Test & UAT
Structured testing and user acceptance with your staff, so the new system is proven before anyone depends on it.
Cutover & support
A managed cutover with operations kept live — and we stay on to support what we built, in production.
Your records are the hardest part. We treat them that way.
On most modernization projects, the data is the risk — not the software. Decades of records, accumulated in a legacy system that no longer documents itself, have to arrive in the new platform complete and correct. We map the old data to the new model, cleanse and reconcile it, and verify it in parallel before cutover — so nothing is lost, and you can trust the new system from day one.
We don't start from zero.
Our work is built on a meta-data-driven architecture — the same framework behind Resolve. Because behavior is defined in configuration rather than hard-coded, we can assemble much of what a new system needs quickly, then build the parts that are genuinely unique to your program. That means faster delivery, lower risk, and a system that stays easier to change long after go-live. We reuse these building blocks where your needs fit them, and build custom where they don't.
We've done this — and we support what we build.
Advanced GRC's modernization work for the New York City Department of Health and Mental Hygiene (DOHMH) is a matter of public record.
Outpatient clinical EMR, re-engineered
We modernized a specialized outpatient clinical electronic medical record (EMR) system for DOHMH. It is in production today, and we continue to support it.
Disease reporting infrastructure replacement
We are currently developing a replacement for DOHMH's Electronic Disease Reporting Infrastructure (EDRI) — following the same disciplined arc of discovery, design, build, and migration — targeted for completion in 2027.
Responsive. Technical. Fast in your domain.
We understand the technology
Not just project managers — a team that knows the systems, old and new, and can make real engineering decisions.
Responsive by reputation
Agencies work with us because we move quickly and stay close — not because we're the biggest name in the room.
Fast in your domain
We get up to speed quickly in a program's subject matter, so we're building the right thing sooner.
Three decades in government
We've been modernizing government systems since 1995, through administrations, audits, and changing mandates.
Start with a legacy assessment.
Whether you've already decided to move or you're just weighing whether you can, tell us what you're running today. We'll walk your system with you and lay out a realistic, milestone-based path off it — no procurement commitment.
No sales spam. A real person from our team replies — typically within one business day.
